Important Tip: In your cstrike directory create/edit autoexec.cfg (to create right click>new>shortcut>type "autoexec.cfg") and paste all the above commands so whenever you start the game these commands will be auto executed)

Note: Some commands may be disabled by sxe or can get default by server setting, but you can still apply those commands again through console.

2) By increasing Graphic Card performance by disabling the stylish Window view which is using your resource.
>Right Click on My Computer
>Click "Properties"
>Click "Advanced" tab
>Then in Performance box click "Setting"
>In the Visual Effect TAB select "Adjust for best performance"
>Hit OK

3) By Graphic Card Setting:
*Applicable if you have NVIDIA
>Right Click on Desktop
>Click Properties
>Click "Setting" TAB
>Click "Advanced"
>Click on your Graphic Card TAB (for example Nvidia
>Click OpenGL
>Then find and set Vsync to off

4) Counter Strike in-game Option
Goto the "Video" tab
*Set the resolution to minimum, Same as Windows
for example You have minimum resolution in windows is 800x600 then put this Resolution in game (less the resolution more the fps will be).
*Tick window mode (prefer not to use full screen mode)
try all of the video mode OpenGL, D3D and Software and use the one which suits you best.

5) Random ways

a) Set the refresh rate to 100Hz and then lock the Refresh rate of your windows by using "Reforce" the reason to lock it, is when you change your screen from windows to cs the refresh automatically reduce and changes to below 100Hz this softwares will lock the refresh rate of your screen.
